Obaseki Presents N150bn Consolidation and Prosperity Budget For 2017

Being Extract from 2017 BUDGET SPEECH
THE 2017 BUDGET ESTIMATES
Mr Speaker, our proposed budget for 2017 which we have christened the “Budget of Consolidation and Prosperity” is wrapped around the six key policy areas.
Mr Speaker, we have proposed a budget size of N150,011,831,079 Billion which is a nominal 29% increase over 2016 budget estimates made up of N74,900,297,917 as Recurrent Expenditure and N75,111,533,162 as Capital Expenditure. The revenue estimates are based on a $42.0 bench mark for crude oil and average daily production of 1.9mil barrels per day and expectations of improved performance of Internally Generated Revenue.
Hence we will maintain a balance of capital to recurrent expenditure (50%: 50%) in line with our plan to spend our way out of recession
This Budget would have a deficit of N25 Billion for 2017 which is within the acceptable threshold. The deficit will be funded mainly by external borrowing from the third tranche of the World Bank budget support facility.
The six key policy areas of the 2017 budget are summarised below:
Economic Revolution:
In our determination to create deliver on our mandate by Edo people to stimulate the creation of over 200,000 jobs, the State Government seeks holistic development through sustainable economic growth, to generate reliable employment opportunities and ensure citizens’ empowerment.
We will also create wealth through entrepreneurship development, anchored on access to capital, technology and skills development.
We have therefore set our agenda to embark on massive economic revolution to be driven by optimising our potentials in agribusiness and industrialisation.
Specifically, we will establish a one-stop-shop Business and Investment Bureau to identify growth opportunities and incubate projects that will transform the economy of Edo State in the areas of:
Agribusiness;
Electricity Generation & Distribution
Extractive Industry Development & Expansion;
Micro, Small and Medium Enterprise (MSME) development
Skills Development and productivity enhancement
Tourism, Culture, Leisure and Hospitality
Health Care Services
Utilities; and any other areas where we are positioned to be competitive to meet market demands.
To this end, we propose to invest N 22.2 Billion on the economic sector as a catalyst for economic growth and development in the course of 2017.
Infrastructure DEVELOPMENT:
Our strategic objective for infrastructure development is the successful delivery and efficient use of public infrastructure to encourage and facilitate the delivery of public services. In addition, we intend to ease the movement of people, goods and services for socio-economic activities and leisure.
To this end we will invest in a 10-20 year Edo State master-plan which will deliver a modern fit-for-purpose Land Use and Land Management system, reconstruct bad roads, extend roads to remote areas, improve Transportation and Traffic Management and introduce ICT and Broadband Technology into our infrastructure projects. We will also develop new Towns.
We recognise the critical role that electricity plays and will under various forms of partnerships drive electricity generation and Distribution initiatives through the Business Bureau.
As part of our investment in this critical area, we propose to spend the sum of N22.3 billion on infrastructure development and upgrade.
Institutional Reforms
It is our collective desire to build a modern public service where efficiency, productivity and service delivery are the hallmarks. Our institutional reforms will target the critical issues of Governance and administration, Civil Service Enhancement, Justice, Judiciary, Local Government, Rule of Law, Public Safety and Security.
We are determined to resolve all outstanding pension issues in Edo State. To this end, effective January 1, 2017 Edo State will commence the Contributory Pension Scheme. The sum of N3,179,872,873 has been proposed for the scheme. An additional amount of N6,034,480,729 has been provided to pay for outstanding gratuities and pension.
We have proposed a capital investment of N6.6 billion to rebuild the infrastructure of our institutions in 2017.
Environmental SUSTAINABILITY
It is a general consensus that as a state, we must attain global standards in environmental management, waste management and improved

access to potable water. To achieve this, we must necessarily cover delivery on Waste management and sanitation, Beautification of public parks and spaces, Water resources management and supply and Environmental protection. Our budget proposal has provided for N6.9 Billion as capital spend on the environmental sector.
Edo state has to become the cleanest state in Nigeria and with the co-operation of all we will unveil our plan to achieve this goal next month.
SOCIAL WELFARE ENHANCEMENT
Our social welfare strategy is geared towards ensuring that good healthcare, education and sports programs of global standards are available to all citizens of Edo State with value-for-money delivered, and also achieve improved living conditions. We have therefore proposed N17.3 billion to ensure that government fulfils its obligations in the provision of Public Health Care, Education, Sports Development, too Engagement and to substantially insulate the Vulnerable groups (Senior Citizens, Women, Children and Physically Challenged) from socio-economic discomfort in the year ahead.
CULTURE & TOURISM
Finally, in tune with the yearnings of our people to make critical investments in the preservation, development and showcasing of our rich cultural heritage and inherent potential for tourism, we have earmarked the sum of N305 million as catalyst for this sector in achieving our

objective to ensure that Edo state becomes the premier destination for cultural and eco-tourism in Africa. We will through the Business Bureau attract private capital to ensure that we optimize our potential for business and leisure tourism...

A FATHER'S TESTIMONY: My daughter was born on the 3rd of March 2002, 5 months and 2 weeks of pregnancy. She was premature. I had just finished my overnight job as a bouncer in a club in Germany. She weighed 790grams, not even 1kg. On seeing her tiny structure inside the incubator, I cried like I never cried before.

I prayed that my daughter would leave that Hospital without complications hence the vow/deal with God. My daughter is 14+ years old now, straight A student, speaks 3 international languages already

and she left that Hospital without complications. What else can I say? My pain as I saw it then was actually God's way of drawing me closer to come to know him and have faith in him to prepare me for the movement that was to come. Jesus saves! Jesus still heals! Render your hearts to Him today and commit whatever that may sound so difficult to you unto Him today. He's there to always answer us when we call on Him. Glory be to God. ASUU Ends Strike As Workers Are Ordered Back To Work

Professor Biodun Ogunyemi while speaking to the press on Tuesday, November 22, made it clear that the one week nationwide warning strike over the non-implementation of a 2009 agreement with the federal government has ended.
Prof. Ogunyemi, also urged lecturers to return to work, saying

: “We are making progress, especially with the intervention of the Senate. In the next one or two meetings, if we are able to get a clear path to the matter, we will avoid elongation of the strike action.

“I have been receiving these reports that ASUU says strike continues. No. The strike ends today (Tuesday). All lecturers are to go back to work Wednesday morning.”

The second meeting between the Senate and the Academic Staff Union of Universities ended in a stalemate on Monday night.

The meeting was adjourned indefinitely.

The Chairman, Senate Committee on Tertiary Education and TETFund, Jibrin Barau, who spoke to journalists after the meeting, said the parley, which lasted for about eight hours, was able to resolve all the issues raised by the lecturers except one bordering on payment

of arrears.

He said, “You can see that we’ve been talking for about eight hours. We have deliberated and, thanks to God, we have resolved all the issues; we have agreed on all issues except one. We have adjourned to make consultations.

“Every section (stakeholder) in this meeting will go back to their base or constituency and report what transpired (at the meeting) and at a later date reconvene to trash out the remaining issue. We have resolved all the issues but it remains one.”

When asked what the last issue was, he replied, “It is about the earned allowances that need to be paid to the university lecturers. The government, due to paucity of fund, proposed a certain amount of money but ASUU thought otherwise; that the money was quite inadequate. The union said it was going back to its members, make consultations and get back to us. We do hope they will come back with good news.”

When asked when the next meeting with ASUU would hold, he said, “It will be after due consultations. We will report back to you. We will tell you (about) when next we will meet.”

The leadership of ASUU declined to speak to journalists after the meeting.

The Senate had last Wednesday failed to stop ASUU from continuing with its ongoing one-week warning strike, which ends today.

The first meeting also had senators and officials of the Ministry of Education and the Ministry of Labour and Employment in attendance.

While the Minister of Education, Adamu Adamu, who was absent at the meeting, was represented by the Minister of State for Education, Anthony Anwuka.

Since the story of her sex video broke a few weeks ago, several groups and individuals have come forward with different versions of what transpired between the embattled 20-year-old beauty queen and the organisers of the pageant.

 

 

But after weeks of keeping quiet, Miss Okeke has finally broken her silence. In an exclusive interview with The Nation

she said: “Early last year, the ABS advertised for the Miss Anambra beauty pageant. I heard of it and went to make enquiry.

“My roommate was also interested, but one of the organisers told me to apply. I told them I was not interested but the man insisted that I might win the competition. He also promised to give me the form for free if I indicated interest, and he did when I agreed to contest.

“But one Jane told me that before a winner would be declared, there were certain things to be done, including the (sex) video. I consented after some persuasion from the organisers. I later went for the contest at the Marble Arch Hotels in Awka, and I was declared winner with a Kia Rio vehicle as star prize.

“When I went for my car after the contest, the organisers brought out a contract form for me to sign, but I told them I wanted to contact my lawyer to see it. I was not given the opportunity to do so.

“What they kept telling me was that if I insisted on not signing the contract or wanted to contact my lawyer, they would release the video.

“At that point, I became uncomfortable and signed the contract to avoid such embarrassment, and the car was released to me from where it was packed within the premises of ABS.

“From that moment, I became a slave to them. On October 11, 2016, they called me to come and make presentations inside the office of one the organisers. After that, the man excused some people in that room and showed me the video again.

“They told me to drop my car and removed my crown from me. I told them I would take the car as stipulated in the contract. They insisted I should pack it in the premises of (ABS).

“I told my uncle in Abuja about the situation. My uncle called them and asked them to release my car to me. Instead, they forwarded the video to him as part of the blackmail. That was what happened,” Chidinma said, crying.

She also said the scandal had weighed her down. Amidst sobs, she denied being a lesbian, saying she had never been involved in the act.

For her parents, Sir Jeremiah and his wife, Lady Nora Okeke, the incident remains a shock. According to Sir Okeke, the management and organisers of the pageant capitalised on his daughter’s “age and naivety to deny her whatever monetary gains she made while serving as Miss Anambra.”

He added: “How can a beauty queen borrow money to pay her driver, even when she is supposed to be receiving a monthly salary?

“I cannot say all that I heard or saw. Why was she not paid her winning prize of one million naira fully? Rather, they paid her on installmental basis. And up until today, the money has not been completely paid.
